Memory institutions depend on political frameworks and clearly shaped cultural policies to realise the full value of digital resources. Digitisation policies supply the necessary framework and focus for all national and regional initiatives and projects.
In Austria, the situation is highly fragmented as responsibility for cultural and scientific heritage is split between federal and state authorities (for details see: Compendium of Cultural Policies and Trends in Europe)
At the federal level no specific digitisation strategy exists, yet there are other national and international policies that provide a framework for action.
As for the situation at the state level a systematic survey in all Austrian states was carried out during the Austrian Digital Heritage Initiative to gain a better overview of what is happening in the regions.

"I could see that unless we started from above discussing what should be digitised - what are the objectives, what are our responsibilities and what are not - then you could spend a lot of money on small projects everywhere and commit the Danish sin, as I call it: a little bit of everything, for everybody, everywhere."
